For instance, in September 2024, SkyToll and TollNet secured an USD 85 million contract to implement a new electronic toll system across Croatian highways. This initiative is part of the National Recovery and Resilience Plan, focused on modernizing the country’s transportation infrastructure and improving toll collection efficiency.
High initial implementation and maintenance costs pose a significant challenge, as deploying advanced systems requires substantial investment in infrastructure, technology, and software. These costs can deter governments and private companies from adopting new systems, especially in regions with budget constraints. Additionally, resistance from consumers to dynamic pricing models can hinder adoption. Many drivers are accustomed to traditional flat rate tolling and may view fluctuating tolls as unfair or confusing. Public backlash can arise if the new pricing models are perceived as too expensive or complicated, affecting overall acceptance and the long-term success of the system.
